Developments sins announcements:

There was recently speculation on twitter that it would likely be given to circle as the only person with a blockchain background in the Laramie/Wyoming stablecoin commission worked at Circle. charles hoskinson replied on twitter to this speculation:

As it stands today there has been no other update from Charles Hoskinson or the officials in charge with the matter. We will await further comment from both parties eagerly, this wouldn’t be the first time we have seen a government partner with a public blockchain, and defiantly not the first time a government has partnered with Cardano. Cardano previously partnered with the Ethiopian government.

Conclusion:

we await official updates, but this could be not only a big deal for cardano but also the state of Wyoming as it could take Wyoming global and boost opportunities that would come as a result of a Wyoming stablecoin ran on a public decentralised blockchain. Also perhaps there are benefits to the citizens of Wyoming as their stablecoin could be verified and audited publicly. over all this is a very exciting potential partnership that would be of benefits to all parties
